Baxi duotec got hot water no heating

My hot water is working fine on demand as it should.
The heating time switch is switching on but the boiler is not firing up for the heating.
When shorting the terminals on the time switch it comes on, heating gets hot and all working ok.
On finding this I went to buy a new time switch - fitted and still same fault.
Is there something I am missing?
