This is likely to be causing your IP conflict, as the DHCP server doesn't know that you've taken some of it's addresses to use as static IPs.
To use IPs within the DHCP range you should use reserved addresses if your router has this function (where the DHCP server keeps a specific IP for a specific device) instead of static IPsHow do I add a signature?0 -

If you mean reserving LAN IP addresses then yes, the router does this so only the reserved device will be assigned that particular IP address. Sorry for causing any confusion.
