Car insurance premium increased due to a no fault accident in another car

My husband just rang his insurance company to ask them to price match a quote he had got through running details through price comparison sites.
Now I appreciate there is always a bit of haggling as a result of some details you are not asked for when using comparison sites. In this instance they asked whether he had any claims since the last renewal. Four weeks ago someone ran into the back of him when he was driving his company car (not the car being insured in this instance). He declared this accident and explained that the other driver's insurance company had admitted full liability within 24 hours, however, they increased his quote by £40 (approx 15%) stating that this was standard practice in the industry.
This seems ludicrous to me. His driving skills are being assessed on the negligence of another driver. Surely this cannot be industry practice?

it is quite common. Statistically, someone in an accident is more likely to have another one in the near future and that is enough for some people to see an increase.I am an Independent Financial Adviser (IFA).
