My supplier is british gas for gas and elec. Afew months ago, they installed smart meters. A m i free to go now to any other supplier, does anybody know ?

Definitely, but your nice new clever smart meter reverts back to being a normal meter, or "dumb " as its known as. we have no real idea when smart switching for all suppliers will be implemented. The best we have heard on here from a B.G. rep, is "soon ".

You are looking at April 2014 for the first licence to be awarded for the DCC, although will they come online straight away?

There will be no current requirement for suppliers to use the DCC for smart metering on meters that have been fit prior to this so there is no guarantee that meters will be compliant although suppliers seem to hint, but not really confirm it.

Just make sure they "dumb" your meter down or you will have issues switching if your meter has multiple reading registers greater than 2 which are used for billing or settlement.
