My OH grandfather had some idiot reverse into his car at some speed in a private car park and has subsequentally been told that the police have no powers also.

You cannot access CCTV footage yourself and neither should the pub landlady for the purpose of identifying the culprits to you. The police can, but if the footage is not very good then they'll not want to try and enhance it for a minor bump.

CCTV use is covered by the Data Protection Act 1998 and associated legislation and its use, believe it or not, for private use is highly regulated and controlled.
