"This document [the tendered EU Roadworthiness Package'] is a proposal rather than final legislation. As such, all Member States will have the opportunity to negotiate the final legislation and everything within the current document may be subject to change.
The Department has sought views on the proposals from the industry. We will be analysing the proposals to find out what impact they will have on businesses and motorists. We will question rigorously any provisions that imply costs for Government, people or industry and seek to minimise these. We will be taking an active part in the Working Group meetings starting this autumn.
It is still far too early to comment on specifics of the legislation as a number of the proposals could be changed or dropped."0 -

I'm just thinking about our family business of building ice cream vans. Basically chopped transit vans, fibreglass tops, extra drive shaft for Mr Whippy machine, freezers, counters etc. Serious modification. Not many manufactures of ice cream vans out there...
There's also similar legislation trying to come through for motorbikes too. :-|0 -

It is the "industry" that advocates moving the goalposts every year hence increasing the cost of cars and the life expectancy. Looks like this could lead to a "Shaken" type MOT and and shipping 3 year old cars abroad after 3 years.
Will only cost us a lot more money in the long run.

It's a bit overkill.
There will be a lot of diesel cars with the egr and dpf being put back on.
Ice cream vans will be fine, as they'll be registered as ice cream vans when built.
I'm building kit car, that'll be ok as it's to undergo an IVA.
My old one is a historic vehicle in it's own right, as it was a kit car more than 30 years ago.
What will be affected are kit cars that keep the identity of the original car, and didn't need to take an SVA. Unlkess they're on a Q plate, or a newly issued age related plate, then they should be ok as well. Even then the V5 should have the kit car on it, so as for as anyone is concerned, that's the car they're looking at.
So really the biggest hit are going to those with modern cars, who re-map, change the brakes, take off the dpf, block the egr......0 -

After a bit (a lot) of looking through the links, the main changes appear to be

which appears to really cover all the tricks like disconnecting the abs, taking off the dpf, blanking the egr etc...........
Worn brake pads are covered, damaged discs, missing back plates, abs not working, (tricks like covering the warning lights).
Power steering leaks, etc
View through the side windows, (tinted film) demisters not working.
Fog lights (fitted front) not working or removed.
Hid self leveling not working.
etc
seems reasonable so far.
Modding the mini mayfair with a 1275 engine, servo disc brakes, halogen headlight, alloy wheels etc doesn't seem to be a problem.0 -
Even the body section isn't too bad.
examples.
Body not square to chassis.
Floor insecure.
Seats insecure.
Wings missing.
So even an old kit car is ok, so long as it's been reasonably put together and maintained.
Mine may be a fail, as the wings don't actually cover the tyres, they protrude by an good inch or too.
Not an mot fail, but I could be pulled for it anytime at the moment anyway.
Under the new test I would be obliged to cover them correctly. (But it's been like that for 30 years, so I'm not going to worry now)
(And the body wasn't square to the chassis when I bought mine)0
