Android ICS - How Do I ENABLE Mobile Networking?

I have an HTC Evo 3D on the 3 network, running ICS.
I went on holiday a few weeks back and turned off mobile networking to avoid bill shock. This worked spectacularly well and, on my return, I checked my usage and found I had used precisely 0 bytes.
However, now I've returned, I can't turn it back on again.
I've gone to settings and turned Mobile Network to ON and I see a little H in the status bar, so there is a connection but I do not see the little arrows indicating data transfer and nothing will connect. It used to work perfectly.
I seem to recall I turned 2 things off but I can't for the life of me remember what the second was (roaming?).
Also, I'm pretty sure that before the ICS update, the settings for mobile networking gave me a whole raft of information now it's just an on/off toggle.
Any ideas, please?
