.bat file in Windows 7

To put files on my web page I use ftp and when I had windows xp I had a .bat file sitting on my desktop which when double clicked took me to my ISP's ftp site.
I decided to update my site which I haven't for a few years and got out the DVD with my files and double clicked my .bat file.
And a command prompt immediately opened and closed.
Is there a difference in the way windows 7 and windows xp handle bat files?
this is the bat file, suitably encrypted.

ftp.pwp.myisp.co.uk

this is what I type in after opening a cmd prompt.
What is different now with windows 7 that it does not work whereas in windows xp it did?
Also I had a form that appeared after clicking a button on my web page that could be filled in and on clicking submit it sent me an email.
This no longer works but I think this has something to do with my ISP.

then enter

manually
if it doesnt work, start the cmd prompt and type
ftp ftp.pwp.myisp.co.uk
and see what comes up
if ftp.exe is not found in the path, that could stop it working!!

Instead of clicking on the batch file open up the terminal window and run the file from the command line.One by one the penguins are slowly stealing my sanity.0 -

it stops when it reaches user which I have to put in manually.
