I had the same situation with my son, who serves in the British Army and is based in Northern Ireland, and comes home most weekends when he's not on tour.
I went to see the Town Hall, explained the situation (he even pays about 50p per week Council Tax or whatever it's called in NI so is not liable for CT in England) and they said there was no problem whatsoever in him being put on the Electoral Roll for my address. They also said it would have no effect on my CT benefit."There are not enough superlatives in the English language to describe a 'Princess Coronation' locomotive in full cry.
