Domestic Travel insurance

Does anybody know if there is a provider of specialist domestic travel insurance out there.
Basically, my son now commutes from a variety of London airports to Aberdeen on a 10 day cycle. He travels by car along the M4 from Reading to catch his booked flight and, as he travels on the cheapest flight tickets available he would be liable to pay a hefty last minute fare should he miss his booked flight due to unforseen circumstances eg a closed motorway.
We notice that most policies only cater for delayed departure for international flights and, additionally, many don't cover for heavy traffic etc unless the vehicle you are travelling is actually involved in the accident causing disruption.
He doesn't require baggage cover or medical expenses, just a tailored policy to cover for missed departure and cancellation and with a reasonable excess, say £50. Thanks in advance if anybody knows of the existence of a specialist type policy.
