Paypal payment not going through/Update Item not received

Hope someone can help with my query.

I am on holiday in the USA and my BIL has bought something from ebay to be delivered here while we are on holiday.

He has asked if I can pay for it with my paypal account but the payment will just not go through. I've tried several different debit/credit cards and no joy with any of them.

I've contacted my bank, they have said that my account is fine, no block on any payments and none have been requested.

Is there a setting or something I need to tweak,not sure if I'm missing something?? I have linked the ebay/paypals accounts

The message I am getting is "We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available)."

Ooh, I don't know. My only thought would be that assuming you are normally resident in the Uk that is the country in which your card is registered, however if yu change your address to a different country then the country difference flags this up as an issue and declines the payment.

Just managed to sort it eventually, I used Paypal as a guest user and the payment has gone through. For some reason using my Paypal account just wouldn't let me send the payment, very odd.

Update: Sods law, we never received the item. We've tried messaging the seller etc but no joy. I want to try and open a dispute for item not received, tried first in ebay but it directed me to paypal. The problem there is that paypal is asking me to log in and raise the dispute which I can't do as I paid as a guest user.

Any ideas anyone ??
