    Errm no it isn't. 90% of getting a first class finish in decorating is getting the prep right so a good decorator doesn't let someone else do it for him. The handymans view is "Oh am I not good enough to finish it then" so a sulk ensues.

    I can't see how it can be as simple as paper off and paint? Any decorator worth their salt will need to see what's under the paper first. You would be very lucky to strip, cause no damage and be able to paint. The other problem is you can't paint straight over wallpaper paste; emulsion will go shiny in patches.
