Waiting On TC Potential Payment

Potential payments were brought in a couple of years ago to reduce o/p's. If for example someone earned £20000 in the previous year and were awarded £50pw and they then called to say their income this year was going to be £15000 and the award increased to say £100pw, they used to get the additional £50pw from April up to the point of the change in a lump sum and then £100pw until the end of the year. If they actually earned £17000 then it would then mean that there would be an overpayment as they payments should have been say £70pw.
Now what happens is that in the same scenario, the payments would still be increased, however the lump sum wouldn't be paid, but would be held as a potential payment, so that when the claim is renewed, if the actual figure is higher than the estimate, then the lump sum that previously would have been paid does not now have to be claimed back as it was never issued........although there would still be an o/p from the point that the income was changed.
