Item not received?

Looking for some advice please peeps.

I got an e-mail yesterday from a buyer saying they hadn't received their item. The item in quesion was posted on the 19th of March, second class. (Got proof of postage).

Checked the Royal Mail website and it appears that I have to wait 15 working days before pursuing this. Is that correct?

Also, if she still doesn't receive it before then (which seems unlikely now) what exactly do I do?

Thanks in advance :)
