Paypal have started keeping my funds in 'pending' is this normal?

I've bought and sold on eBay before but only a little and have normally used paypal no problem.
I recently listed a few things (12 I think) in batches and sold some, the first lot of money went into paypal and then I dispatched it to my account. I then got a message from paypal saying all my others are going into pending for 21 days in case there is a problem with a buyer. Is this normal or does it mean someone has complained about me?
Nothing seems to have gone wrong, everything has been sent out on time and as described and nobody has contacted me to say otherwise. I've had no feedback but my first lot of items are probably going to arrive tomorrow due to bank hol so I put it down to that.
I hope no one has complained, I'm just clearing out junk not making shed loads of cash and I'm certainly not scamming anyone.
Fair enough if it is standard practice but it makes it pretty clear that any spurious complaint that could be made will be automatically upheld if they are already assuming I'm scamming people.

It is a standard 21 day hold.
If the buyer leaves feedback or you add tracking, sometimes the payment is released early.0 -

Yes. You can get it after 6 days if its tracked and seen as delivere. On the 6th day I always call paypal and they go through my items and release funds. They will be held until they see you as a safe member.0

I didnt used to have this but I now do, I rung up to check what was going on and they said it was just a new policy they had to keep things safe for new users (I didnt bother to say I had been a user for over 2 years!) But they did say after 21 days it would be released like Theonlywayisup said. They did say if I got my feedback it would be released sooner.0

Basically yes. It takes a lot. I have been a member since 07, took a year out of selling and even I have the payment pending. However, do what I said and send tracked, after 6 days call them and say "I have sent items and they have been delivered for 3 days, can you release my funds" CALL, dont email. I think they decide whether to write back to emails. At least on the phone you get am answer there and then.
They review your account every month on ebay and something similar on paypal. Also, for general questions, use ebay live chat and do not take the first answer the first rep gives you. I always open 2-3 chats about a question and I often get different answers.0
