Pcn appeal in hammersmith and fulham
I made an appeal as I had received 2 pcns while broken down outside my home. One on the Friday and the other on the following Monday in June in Hammersmith & Fulham. The home I had just moved into.
The first whilst I was getting paper to write broken down on, the second with the notice on the window.
As I had no money for a mechanic/tow truck, I had to wait for my dad (an ex mechanic) to fix the car before it could be moved which was the Monday of the second ticket received. This means I do not have proof of break down.
I appealed the pcns and had not received a reply... As I was getting the post of the previous tenant ready for return I noticed a letter with my surname on it but a different forename which happened to be my mothers forename. As my mum has no mail coming to this address I didn't know if it should be opened or not so I got my mum to open it and it was my rejection letter in the wrong name.
Because the letter stated that a reply was needed within 14 days of the letter am I still obliged to pay the full pcn charge or do I still have ground for appeal... The letter also asked for proof of the breakdown or receipt for parts I do not have these.
Please help!!!!

Council PCN can often be appealed successfully at adjudication.
I would suggest you goto pepipoo with this and seek their advice in the council and decrim parking forum http://forums.pepipoo.com/index.php?showforum=30 the bods on there really know their stuff.
You will need to post BOTH side of your PCN's and the letter of rejection, if you can post photos of where you were broken down as well. You may click thanks if you found my advice useful0
