    I'm not sure you understand yet... take my example.

    I live in a 2 bed flat, my full rent is covered by the allowance, the amounts are near enough exactly the same. it is a private rental property.

    If it were social housing, I would get the same allowance, and if the rent was the same, I would still have to find 14% to cover the short fall as my HB would be cut as I have a spare bedroom.

    The new measures are designed to get people in social housing to be in a property more suited to their needs, nothing else.
