Simon Renshaw-Smith, the sole director and shareholder of Excel/VCS paid himself £769K for the year ending 30 April 2011.
It is going to take an awful lot of £27s before he is pauperized.
I think I saw something in the impact assessment for the Act that said that about 21% of parking charge tickets went unpaid. You can bet that once RK liability under the Act comes into effect the percentage of people paying will increase and the percentage of non-payers will decline. No doubt the signage, the tickets and the letters of demand will all make plentiful references to the relevant sections of the Act so as to give the impression that the charges levied have some official stautory character that they don't really have.
It is going to take a lot to get the message out to the worried and the gullible that these private charge tickets can all safely be ignored. Appeals which cost the PPCs £27 a pop will irk the companies of course - especially if they know that the ticket still won't get paid even after an appeal has been decided in their favour. But what really hurts them is turning the paying sheep into determined non-payers. Whenever you see a story about parking charge tickets in the local rag's interweb edition post some comments explaining that the charges are unenforceable penalties, etc or better yet also email the journalist concerned so that maybe he'll include mention of this fact in his next piece. The startling and undeserved wealth of that sender of computerized begging letters, Mr Renshaw-Smith, may be a hook to get a journalist interested in what you're saying.0 -

its when the average joe realises that they you dont need to pay them.
most people dont know that only councils can issue tickets....that combined with the convincing letters PPCs send, most people have no legal knowledge so pay up. and older people with no internet access to sites like this would just pay up.
when i mentioned i would be parking in a lidl car park en route to town (after giving them some business of course) my dad said 'oh no you cant do that you'll get a parking fine'.
there will always be a certain level of people who are fooled by them, for me whats important is raising awareness.0 -

I stuck some posters on the mirrors in the lifts of the block of flats my lad lives in explaining this, as they have a ppc prowling the flats private car park. Given the number of posters on here might I make a suggestion ?
Once the act comes in why do we not all sign up to get say six "invoices" in the first month and then send them to appeal ? Naughty I know but it could bring the system down very quickly. I've already this week ensured I've broken the T&Cs of Parking Eye just so I can have some fun - if everyone on here did it then we could really thrash the scammers.All aboard the Gus Bus !0 -

Me too, but my poster* soon got taken down.

Is 2 appeals enough? POPLA has to make a decision on which way its going, either it considers contract law, unfair terms, penalties, BPA rule breaking and will consider 99.5% invoices unfair, or it decides to be in the picket of the BPA. Maybe a third appeals process set up by private drivers that follows the law and costs nothing more than a few SAE's per appeal might throw a spanner in the works. And register its existence with the BPA, DVLA and MoT. POPLA is going to be a jumble of contradictions while this appeal process would be law abiding. How embarrassing for the so callled professionals0

I was thinking along the same lines, just waiting for October...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
