poor water flow after leak repair

Last week the water board in our area repaired a leak in the supply pipe to our house and now our water pressure/flow is awful. We always had high pressure (>4 bar) and now my guage says 1.1 bar. This is not even enough for us to run our electric shower and it takes over 40 minutes to fill a bath due to the trickle of cold water we are getting.
I called the water board and they told me to check that their engineers had fully opened the stopcock in the road after the repair but I have no way of doing this and they will not send anyone out to check things until I have checked the stopcock.
Does anyone know if there may be something else causing this other than the stopcock ?

opening the stoptap won't alter the pressure it could alter the flow rate however if it isn't opened fully, do none of your neighbours have a key you could borrow ? btw the stoptap to your property is the responsibility of your water provider it's not owned by you so they should be the ones coming out especially if it was fine before the repair.I'm only here while I wait for Corrie to start.
