Do you stop paying council tax at a certain age?

My stepdads father who is 84 is going senile so has been left to his children to sort his finances and bills as he has not been paying, he needs to be in a home but he refuses so is currently having carers 3-4 times a day. Anyway one of his daughters says that he shouldn't have to pay council tax at 84 but I have never heard of this.
Do you stop paying council tax at a certain age? or does she mean he should be getting council tax benefit?
Maybe the daughter was getting confused between Council Tax and TV licence - which I believe people over 75 don't pay for.
I agree with the posters who say a benefit check is necessary to ensure he is claiming what he is entitled to.
Who pays for the 3-4 carers he currently has coming in?0
