Hotel lost property - do I have any rights?

Although it was your fault for leaving the jacket, the hotel does have a duty of care and couldn't simply claim it as their own property and dispose of it as they see fit.
If they have already acknowledged that they have got the item and indicated they would return it to you for a fee, I would say that the hotel should either
- fulfil their offer, in which case it is reasonable for you to be provided with the proof of postage, or
- hold onto the item for a reasonable amount of time and allow you to collect it in person or arrange for a courier to collect it and return it to you
If they have posted the item without obtaining the proof of postage, or using the correct service (ie. tracked and insured), and it has gone missing, then I think you could argue that they have failed in their duty of care.
I think some posters are being a bit hard on the OP here. I speak as someone who has been known to lose things from time to time and am always grateful to get them back.0
