I wish I could help more but when Green Command get their teeth in they are a tough nut to crack. For example if a DM thinks you may be borderline s/he must refer up two or more grades for a second opinion. Put simply they are the Governments equivalent of big-boot debt collector bailiffs. Official error is virtually impossible to prove, they just simply have to say "we don't have that on file" and even the best Welfri is snookered.

BTW because you managed a delay of 6+ months I suspect immigration not welfare caused the delay. Green Command don't usually begin unless they are about 100% sure of their facts, you will find they already have copies of all your banking and economic activity and pensions etc.
