That's news to me, my understanding is unless you are a registered power supplier you can't resell it for more than you've paid for it. Any costs for cabling, etc should be part of the service charge or ground rental for your caravan.
If I'm feeling motivated tomorrow I might have a quick rummage around the interweb for the regulations

I remember now reading about the legislation on this issue.
It was brought in because some landlords were 'ripping off' tenants by installing coin machines which they could set at their own rate.
However in this case I would think 14p a unit is pretty fair, considering a high percentage would be at tier 1 rates.0 -

Landlords for as long as I can remeber used to get a living from re-selling. The worst rip-off was a coin meter.

Do you have storage heaters?
Or is a flow boiler? Alot of mobile homes now have electric flow boilers as there smaller but can be expensive to run.0
