Faulty toilet flushing unit

Hi
Can somebody please help.
A toilet was not flushing so I decided to investigate why. I removed the diaphragm unit that attaches to the flush arm and then replaced it, confident the part that depresses to flush would now do so.
It did but I now notice that as the cistern fills with water it starts to run straight into the pan, even with the flush element being in the right position. To give an idea of how quickly I turned the fill tap off, placed 5 litres of water into the cistern
So my questions are:-
1. Can it be repaired?
2. Do I have to replace the whole unit or would I get away with just the top, removable, part (the part in picture 2 that I have placed horizontally)? The part I'm concerned about replacing is the white part in the bottom of the cistern in picture 2.
My concern is that I might have to move either the cistern or pan to replace the bottom part of the unit. I've only worked on replacing these parts on units that have separate parts.
3. What is this part called? I've looked on ebay and the B&Q website but see nothing that is the same.

Just fit a whole new flush valve. Much easier and quicker in the long run although yes you will have to remove the cistern to do it, Don't forget to replace the donut washer whatever condition you might think its in.
