What you are asking is can you be forced onto the work program
I've seen it said on other threads that they can make you do this, but I don't know what they can make you do or how reliable that advice was on the other threads.

Can i ask you something...?
I asked my advisor at Avanta if i was voluntary or mandatory on the work programme with avanta, they send me this signed letter.
Dear ******
To confirm that at present you are a voluntary customer attending the work programme, this means that it is up to you how much support and what attendance you wish to have in this programme. We will however contact you atleast once a month should it be by letter, telephone to get an update on your situation.
******** will be your new advisor from **** 2012 and will assist you with any support in relation to the work programme.

If I were you, I'd ask your ESA advisor at the jobcentre (and hope that they don't lie to you), just ask them straight, can I leave this program without it affecting my benefit?
I would not rely on that letter.0 -
Every case is different and the idea is to get folk into a position where they are ready to rejoin the jobsmarket. I agree with epitome - speak to your advisor first - though will qualify this saying they not lie to you....0
