    PAYG? Do you mean prepaid cards? If so, CaxtonFX or FairFX I believe.

    If you mean an actual credit or debit card:
    Credit card - Halifax Clarity;
    Debit card - Metrobank or Norwich & Peterborough.

    More or less, yes. FairFX has a better exchange rate, but CaxtonFX is only slightly worse and has no cash withdrawal fees in the card's currency.

    This is is not the right answer to the question.

    The best Prepaid cards are not even mentioned in the article.

    Cash Passport Globe outdoes all in that list and with optimal usage, Kalixa can be even better(Purchased via TopCashBack, funded via Bank Transfer or Barclays Bank branch, together with withdrawals over £150 at a time).

    You can also get 0.5% of you initial topup back from the Globe card by going via TopCashBack > Travelex > Globe card.

    Actually, since the OP was asking about free or lowest fee cash withdrawals, then CaxtonFX is the clear winner - zero fees.

    However, the Travelex Globe looks pretty decent as you get the MC exchange rate and it's only a 1.49% flat fee - this works out slightly better than the lower exchange rate you get with CFX.
