NHS restructure - applying for new roles

The NHS organisation I work for is undergoing a restructure with the aim of merging with another NHS organisation.
The restructure document states that all roles from band 6 upwards will be affected. I am band 4 do my role is safe.
All other employees will have to apply for the new roles, which essentially means to apply for their same position they will have to downgrade a band. So band 6 roles currently will become band 5 and so on.
We have been told that all staff can apply for these new roles, either one band up or one band down, but not two.
Thus my plan is to take advantage of the situation and apply for one of the new band 5 positions.
My question is that, is this one band up one band down rule only applicable for employees directly affected by the restructure? That is, because my role is safe could I theoretically apply for a band 6 role even though this is 2 bands higher than my present role, assuming I am competent etc? Or even though my role isn't affected would I still only be able to apply for one band up as we've been advised?

Which trust are you in?
You don't say specifically what you do, however I am aware that in one trust, a band 8a role is the same as band 7 throughout most of the country; three trusts became affiliated, and the band 7 roles became 8a's, with no need to apply for another job.
The trust could be looking at expensive payments to be made.

If all staff can apply, then surely the constraint applies to all staff?
Ask whoever sent out the consultation document to clarify this for you.0 -
I wouldn't of thought you could apply for a 6 as you'd need a degree. I'm assuming you have a foundation degree being a 4, or you'd already be a 5? Interesting as that's how it goes where I work. How does it work in your trust normally?Debts to date: A&L Loan: Paid Off!, :TMMU:Paid Off!, :T

I know of a Band 8a without a degree. Usually when degrees are mentioned in the person spec they use "or equivalent experience" or similar phrase.
Having a degree doesn't determine a Band. At least it shouldn't. What determines the Band is the job.0
