Use credit card to pay a bill at the bank

I've had a quote done for some work at my house and when speaking to the builder he said that I can now pay for work directly into his account with my credit card at the bank.

Ive not heard of doing this before... is it straight forward or will there be charges?

    Sounds like he's mistaken.

If you have a debit card you may be able to make a bank transfer to someone's account at the bank counter (I don't know because it's been years since I was in a bank) but not with a credit card.

All you can do with a credit card is a cash withdrawal (with fees and interest from day 1) then ask the bank to deposit it in XXX account for you.
