Should restaurant owners retain a large portion of service charge and tips?

This is what the owner of Taro Restaurants in Soho and Mansion House is doing...

30% for service charge
10% for tips, including cash tips
(all % after deducting VAT.
Staff share is deducted NIC before and after payroll
to cover even NIC company share)
