Yes, the landowners, as ruled in VCS vs HMRC, the private parking companies still have no right to offer parking or impose illegal penalties, as we will demonstrate again after 1st October.. I believe that “theyellowbus” has a connection with the private parking industry. If so, then it is possible that any comments they make may have a hidden agenda.
The usual culprit is Michael Perkins, the owner of Combined Parking Solutions.
Posting for financial gain is against the rules of the MSE forums.
Posting on internet forums using aliases is against the British Parking Association’s own guidelines ...

All we need to do is report the post or click on 'spam' every time and it will be deleted. That's what they are doing to us; they have nowt better to do as they can't get a real job and are angry at the idea of paying £27 plus VAT every time someone appeals from October onwards.

I see my summary of the business model wasn't well received !
So let's post it again :
1. Someone who owns some land appoints a PPC as an agent to manage it.
2. The PPC doesn't have any interest in the land.
3. The PPC can't legally issue penalties nor take anyone to court.
