Is there any help available for mentally disabled who wants to return to work as self employed/own business?

How old are you as the Princes Trust helps under 24's.
There are various local authority schemes nationwide. You need a full business plan with the P&L, cash flow plus set target points.
I would recommend you speak to your local Chamber of Commerce as they have a wealth of information and can help with respect to putting the above together.

I would suggest your local Council for Voluntary Organisations-seems a bit strange but the folk at these places know all the networks and options, at least where I live, they do!
