Don't do business with any firm that occupies your front room for three hours telling you how good they are, quote obscenly high prices initialy then make several 'phone calls to the boss who will offer you substantial discounts and a feelgood factor that you are getting an amazing deal in return for signing this evening. Whatever the deal you are still paying over the odds.
Use your search engine or Yellow Pages to find some independents in your area. Then get recommends from friends/family in your area.

I certainly wouldn't recommend the first firm that you mentioned. They kept phoning me after I moved in to my home asking if the windows were okay and kept trying to get business despite me telling them to f off and stop phoning! They claimed that the previous owner had used them, if so then I certainly wouldn't use them because the windows were fitted very badly IMO.
There is not a chance in hell that I would let them near my home, I would never encourage them either. They should not of phoned me because I have never done any business with them and I am registered with the TPS. That just shows what they are like.
Depending upon your capabilities or if you know someone who might be able to do the job for you. You could purchase the windows you want yourself and fit them yourself or have them fitted by someone who knows what they are doing. Then have building controls come around and inspect and issue the required certificate. The cost of the certificate can vary a bit depending upon area. My local building control department charges £75 for as many windows as needed in a house. If the cost of buying windows and having them fitted + £75 is less than the cost a window company would charge you then you could do it that way.
You would need to check the regulations to make sure that the windows meet the requirements for safety and emergency exits.
I have had window companies call at my door, one in particular was featured on Watchdog and they had gone out of business so many times plus damaged people's homes. I told him that I would not have his company work on my home and that if I wanted any double glazing then I would fit it myself! He quickly commented that I could not do that because I couldn't self certify and therefore I wasn't approved to do the work. To which I told him that providing that I get approval by building controls and issued a certificate then I can do it. The grin on his face disappeared and he cleared off.0
