Can i balance transfer to credit cards that i have had before and cancelled? and still get the same offer as everyone else eg 22 months 0%?

Maybe. But you'll need to have left it at least 6 months, before you could be considered a new customer. Policies vary across lenders so you'll need to check with each lender.0
