Lloyds TSB Cash Account

My sister who has applied for a lloyds tsb cash account.
She received a letter today which says that there may be a short delay while we complete our checks.
She is currently trying to open the cash account as her current bank are going to remove her overdraft facility in a few months time.
She has gone over her limit on credit cards a few times and has an agreement with wonga to pay off one of those stupid pay day loans.
She is beside herself with worry and i am considering letting her use my account for wages.
Does the lloyds letter basically mean that they wont open the account for her.
To make matters worse she was the victimm of identity fraud on the internet recently (she reported it) and it is now all sorted, but there may be a fraud marker against her name.

She should check the fraud marker is not there. If it's not then there should be no problem with the Lloyds TSB account. If there is, LTSB along with other banks may not accept her.0

she has a letter form some organisation saying that she has been the victim of fraud and it has been reported to some agency. Cant remember what the letter actually said in full but it did say that if she applied for credit etc further checks may be carried out before a decision would be made.
If she went into a lloyds branch with this letter would they then open an account for her?0 -
This sounds like CIFAS protective registration. If that's the case she'll be fine once they carry out their checks.0

Please do not use your account for her wages.
If you do you may find yourself looking for a new bank.0
