Parking Fine from Harrogate Council

Hi everyone,

I lost track of time in Knaresborough yesterday and left my car, with a parking disc, in a two hour zone for 3 and a half hours.

So obviously I'm in the wrong. What really annoys me though is that I was the only car there when I parked, and the only car there when I left, and with it being free parking, I can't see what the council has lost?

The bit of paper says it's a Penalty Charge Notice, I can't any company name on it other than Harrogate Borough Council, so I'm guessing there's no way around it.

A pretty crap day in Knaresborough all round, really. I wasn't giving it much mind to visit again and this capped it off.

Can you tell us where you are supposed to make any payments to? And does the PCN contain any mention of legislation?

You need to appeal this, and it my take more than one attempt.
first of all scan/photgrpah all your documentation that you received as a result of this, both sides of the ticket and all comunication from them about this remove your name and any personal details using somehting like ms paint, and then post them both on here and on pepipoo.com

There's some blurb about the Traffic Management Act 2004 at the top, along with Civil Enforcement of Parking Contraventions 2007.
  • Definitely a council ticket, so you MUST NOT ignore it. It's always worth appealing it, for whatever reason, as you won't lose the discount rate. There may be errors in the PCN, or how it was issued, or the signage where you parked.

It looks like it is a local authority PCN so don't ignore it. You could try writing an informal appeal and see how they react. Further advice can be had at www.pepipoo.com.

I was there on a date, which appears not to be going further, so it's rubbing salt in the wound! :D

I'll have a poke around that other site and shall probably appeal, thanks for all your advice. :)
