    They have absolutely no authority to withold this sum from your deposit if all your service charges and rental payments are up to date, and there are no inventory issues. I would be sending them a very heavy letter to that effect.

    All my payments are up to date, there are no arreas whatsoever.

    With regards to inventory issues, there are some of those sadly. I had the place (incl. carpets) professionally cleaned but the landlord is charging £300 for cleaning, painting and "various other work" - I don't know what this is and I haven't seen a single invoice. This is also being disputed via the TDS.

    I sent the managing agent a very heavy letter and also sent a letter of complaint but have been fobbed off. The agent seems adamant that they can take my money even though National Grid confirm there is no gas supplier registered to the property, nor is there a single gas bill.

    My agent told me that other tenants in the building had received "final reminder" warning letters about their gas but this is surely a scare tactic.

    Then I would be threatening a civil action to recover your deposit, subject to the inventory issues being resolved. That still leaves £350 that they are witholding without justification.
    If the landlord 'forgot' to add a service charge in the tenancy agreement for the use of hot water and heating that is entirely his problem, not yours. It cannot be billed retrospectively.
    No free lunch, and no free laptop ;)
