I am a single mum to two autistic teenagers, I work from home as an artist and I receive carers allowance, working and child tax credits, housing and council tax benefit..I am also in a new relationship of six months, my boyfriend works and owns his own flat and pays his own bills, council tax, mortgage etc. He does not support me financially in any way, neither do I support him. Sometimes he stays at my house, do I need to declare this to housing and tax credits? and if so what effect will it have on my circumstances?

No, you don't have to declare anything to anyone. As and when you and your boyfriend decide to set up home together and begin 'living together as husband and wife', then you have to tell them.
You can read what the DWP thinks about the subject of 'Living together as husband and wife or as civil partners' here - http://www.dwp.gov.uk/docs/dmgch11.pdf0
