I don't think you should put in more than one offer on a property at a time otherwise you could find yourself in a very tricky situation.
We put an offer of over 20% below the asking price and it was accepted despite the EA telling us in a very unprofessional manner that we were basically wasting our time. We put the offer in writing to the EA and the seller. It was accepted becasue of our position and the seller's position. Each house and seller will have different circumstances that will impact on what they are willing to accept.
I would say with the way the market is at the moment don't be afraid to put in a low offer but only do it on a house that you really like.0
