Paypal swindle (Actual paypal doing the swindle) ?

There is someone else who it has happened to so I did a search and others have been having the same problem recently and paypal won't respond or refund the extra payment.
An example: They will go in negative say by £30, they will make the payment to get out of negative, the funds will clear from the bank but in paypal it say's the transition is processing still and the account still in negative. Then days later paypal will take another £30 out and take the account out of negative (As an example of what is happening) or if you contact them in the meantime they will say it's clearing at a later date despite it being cleared already.
What advise can anyone give my friend and others? My friend is about to get ripped of £123 by paypal for them taking two payments (He has all the evidence to show it's already been cleared from the bank)

I went into the negative on my account, so i withdrawn funds from my bank to paypal last week to resolve it. The expected clear date was the 17th of August 2012, and on this date the funds went out of my bank and cleared to paypal (I have the statement to show that)
However despite the funds being cleared already my account still stays in negative and the transition still says processing, now paypal are asking me to withdraw more money to them to resolve the negative balance despite me doing this allrady. (I even put extra in just to make sure it was resolved ok)
Why are they not resolving this despite the funds being cleared?
Why are they asking me for more money? (Over £100 again....)

This seems like some paypal swindle now, no one is even responding here.
I got a response from paypal saying that the funds should clear on around the 20th-22nd and that they are waiting for the funds to clear still when this is not the case at all. The money has allready cleared to paypal, it was orginally sent in over a week ago and I have the statement to show the money went out and cleared to paypal, why is paypal now trying to get another £123 from me despite allready getting it?

If the payment is made by direct debit. Then it does not clear instantly. It can take upto 5 working after leaving your bank. To clear into paypal.
If the payment did not go out of your bank until the 17th. Which was Friday. It won't be clear on paypals side yet.0 -

It's already cleared out of his bank, he just had enough to cover it and the payment was cleared, he has the full statement and to be sure his bank even confirmed that the money went out of his account and cleared to paypal.
So to put simple they have already taken the money out and it's cleared, as said he has all the evidence to show that. It's not a case of waiting for the funds to clear as it took 8 days for it to clear (He did the payment over a week ago) and they cleared out of his bank already.
Paypal even asked for him to send the payment in again even after he shown them the evidence of the cleared payment, they directly asked him to send another £123 in despite already doing it and now say they will attempt to take the £123 out again on the 20th-22nd out of his bank. (That was their only response)
Also as stated, this is has happened to many others where paypal take two payments out and then don't respond to attempt to make a refund of the unlawful second payment they took.0 -
If you op is corrrect. It's not clear. If the payment left his bank on the 17th. So Friday. It won't have cleared to PayPal yet.0

Firstly, the money leaving his bank is not clearing out. It has been withdrawn. The bank cannot state it is 'cleared into paypal'. Only paypal can state that a receipt has cleared to them.
Secondly, your 'friend' needs to be patient and wait for his credit to clear.0 -
The expression 'cleared from bank' makes no sense. As has been pointed out it has been withdrawn and no clearance from the sending bank is required.
However the recipient bank, or PayPal in this case needs to accept the fund and wait for them to clear, as they have no idea whether payment will be recalled or bounce back. Can i just clarify something op. do you mean the payment was taken out of your friends account before the 17th? and was meant to have become available in your friends paypal account on the17th?0
