In May we traveled from Devon to London as police had advised us that our late sons house had been vandalised, windows broken etc. police said put up blinds so house will looked occupied. tried to buy blinds at nearest Argos but not in stock, argos located blinds at another branch in Atlantic road Lambeth. reserved them for us , said they would be ready for us to collect and to pay for them at Lambeth.
We parked in a loading bay opposite Argos in Atlantic Road, due to Argos's system it took a little longer than we expected to get our goods but we were all done and loaded within about 12 minutes.
On arriving home in Devon I received a PCN, as my car had been filmed on cctv for 6 minutes, 14.22 to 14.28 during which time we were not seen loading.
i sent a representation explaining we had been parked to load several heavy, unwieldy and bulky wooden window blinds and as evidence included my payment receipt timed at 14.27,clearly detailing the items as being reserved.
i thought this would satisfy and the matter would be dropped but Lambeth now say i was illegally parked as i was "shopping" not loading.
I feel very angry, i was not shopping as i had pre ordered, we are not young people my husband is 75 and the blinds were many, 7 in total also heavy and difficult to carry.
Any suggestions please.

Atlantic Road is a cash cow for Lambeth Council, lots of cameras and all double yellows apart from a couple of loading bays.
Lambeth always refuse the first appeals.
If you had pre purchased the blinds and have proof of this, then make the next appeal as outline in the letter you received from Lambeth.

Yes, but only for loading, not parking, say 5 mins then loading.0

Councils will enevitably dismiss your first appeal to them, I would continue and take this all the way to adjudication.
For further advice I would suggest you now go over to pepipoo and post your case on there, they are more keyed up to help you fight council tickets.
