Ofcom or trading standards?

I'm having an issue with KGBDeals refusing to acknowledge my request for a refund, even though we have been corresponding to each other prior to the request.

Do I report their poor customer services to ofcom, since they're primarily an internet based company, or trading standards?

    Ofcom only deal with phone, broadband, post(?) and TV (?) now - they're also about as much use as a chocolate shield against a laser gun.
