Payment Systems Task Force announces faster payments service

Bank transfers cut to one day
"Widespread inconsistency in the time it takes to transfer money from one UK bank account to another will end next week, with the introduction of a new one-day payment rule."

The title of this thread was taken from the website of the OFT and The above Quote was taken from a copy of the Financial Times dated December 28th 2011.
Why is it then, that after being told by the DWP that my benefits payment had been made on Tuesday August 14th, it is still not in my account today (18th August) 4 days later? Benefit claimants are usually people who work on a very tight budget and have very little money anyway, this has already cost me a £15:00 charge (about half a weeks shopping) for an unpaid direct debit.

    Because regular benefit payments are made via standard BACS transfer (3-5 working days) not via Faster Payment.
