I don't think you can - but you could with an Orchid V4 if you can get hold of one.

thanks for the replies .I phoned BT and after a long wait and being put on hold while they checked if it could be done for free ,they said YES .

Can you explain what the call this block? It also does noh appears a free or chargeable service in their Price List.0

The OP says this is a BT line - and they do bar numbers for you. (eg premium rate numbers etc).
Also if someone has a problem and repatedly dials a number like the speaking clock they sort that too. It diesn't involve chopping her fingers off or stopping them making calls at all!

Er, the Speaking Clock is NOT defined as a 'premium rate number' as defined by OFCOM.
If BT has added this code to their Premium Rate bar, it does not appear to meet the requirements of the OP, as he requested access to 123 to be barred. Not all the other number commencing 09xx that this service usually deals with.
You link for NCC is also wide of the mark, this allows only 10 numbers (max) to BE called, not barred.0 -
Exactly, no other calls can be made but the 10 agreed to be allowed!
Better option than your incorrect advice (cimplete with insincere "apology") that the only solution is to make it incoming calls only!0 -
I've learnt something today - I wasn't aware of Network Controlled Calling.
However, I'm not sure whoever you spoke to advised you correctly or understood what they were offering you Old Git.
