Why should it? Rental is rental., not a free pot for the centre owners to charge what they want to it. How they organise their finances is their choice. Would shops that did not get a gift card used in them during the month be entitled to a reduction in their rental?

The rental would include different elements one of which would surely cover adminstration charges.

Either way, westfield charge huge rentals for their units. They should be encouraging people to use the shops. It benefits them rather than have units leftempty because shops have gone bust. We took our business elsewhere as a result of the charge. It is surely not good business sense for shops to lose custom in a recession!
