council tax benefit reductions

I applied to have my council tax banding CTB changed from a Band B to a band A, as there are a few properties in my area, exact same house, with similar garden size, which are a CTB A.
i applied last year, whilst a student and part way through exam time, and was told i could not proceed any further as my application should have been made within 6 months of me moving in, which i was not aware was the case at the time. (also with exams looming and working i didnt have the time to fight or research it too much).
i then wrote a letter to explain the situation to receive a general letter explaining, if there were any modifications to my building, new windows, extensions etc. then this would explain my CTB being higher than neighbours.
Im assuming any house owned by the council at the time was a CTB A, and the houses which has been purchased from the council earlier on were CTB B.
Is there any way i can re-apply? or have my husband make an application?
I still think it is unfair that i should be paying a higher band than my neighbours etc.

I applied to have mine adjusted last summer, nine months after I had moved in, and my request was granted.
