Thank you for your replies, it is a relief to know that even if he can't be insured his NCB can be reactivated next year, he has now rang epilepsy action and they are going to assist with the various alternatives.
So you're Red John? I have to say I'm a little disappointed.

I dont think he can take out insurance if he doesnt have a licence.
Possibly a layup type of policy but nothing that will allow it to be used on the road.Censorship Reigns Supreme in Troll City...0 -

I know of at least one person that's insured vehicles registered in their name when they don't drive (sole trader, general policy with business use)
Adrian Flux is the only name that I can advise on this one, as they are specialist brokers for a variety of things. They've managed to get my quote down to £600 from £2,400 from normal comparison sites, for a vehicle that's not registered in my name but I'm the main driver on.

Retain two cars, but just one driver, you?
Sell your car and just use "his", now yours?
Cancel your own insurance but somehow use his (NCD) on your car?
Many insurers will allow full NCD to a named driver. It might be worth his while talking to his insurers, explaining the situation, and asking whether they would allow you to have the NCD on a new policy in your name.
It is possible to have insurance as a non-driver. My father didn't drive but had advantageous insurance through his work, with my mother as the main driver.
