Community Bank Account

Does anyone know of a bank who would open a Community account for a new charity whose sole trustee will be a 16 year old?
He has been told that he can register with Companies House & the Charity Commission at 16years but the banks seem to want him to be 18.
There is also a catch 22 with one bank wanting the charity number but he can't get that as filling out the CHA01 requires bank details but the bank won't open an account without it.
The account needs to be in the name of the Charity so either Business or Community Account is needed.
Any ideas please?
