Planning question: extension

Hello, just a small query. I had it in my head that you had to keep one metre from the boundary when putting an extention on the side of the house.
Basically, while house hunting we have seen one or two properties where the neighbours have built right to the boundary line meaning the house wouldn't be able to be extended while leaving a one metre gap.
How does that work then if one person gets an extension it leaves no room for the neighbour to do the same?
Is it because the other house built under different rules?
