child tax credit problem, appeal?

my bro has been trying to get child tax credits, he asked for the forms a few days after the babies birth and the forms never turned up the forms were supposedly resent never arrived again so today they rang and finally they allowed them to sort it over the phone but they are saying because it was too long they will only back date one month where the baby is 3 months old, its the tax offices fault it was not sorted soon enough so is there a way they can appeal and request reconsidering to get the full 3 months backdated? thanks, seems a little unfair since it wasn't their fault.

can they prove it's tax credits fault? seems more likely to be royal mail!
not being funny, but 'proof' is essential when dealing with HMRC, and if its just a case of them saying one thing and your brother saying anither.....0 -
