Is there a section on MSE re Royal Mail failures and compensation?

In a word. No. There is no RM representative on here. There are however some posties and x posties who may be able to help out with any query you may have.

My main question is how long do they take to investigate complaints and reply?
I had an item - sent by Special Delivery - which failed to reach me. I complained and was sent a form to complete, which I did, months ago. Still waiting for a response.
Now, an item which I sent - by Special Delivery (next day, costing £9.75) - 4 weeks ago, was "returned to sender" according to the Royal Mail Track and Trace site, when I inputted the code. It wasn't returned a week later and so I complained online and received an email acknowledgment, but again nothing since.Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. Thanks. Now, it's even more curious! It lists 29 movements for this 1 parcel.
